Norman Oppenheimer heeft een eenzaam leven in de marge van de macht en het grote geld van New York. Hij droomt van grote financiële projecten maar die komen nooit tot stand. Doordat hij niets te bieden heeft probeert hij ieders vriend te zijn, maar zijn onophoudelijke netwerken leiden tot niets. Hij besluit zijn aandacht te vestigen op Micha Eshel, een charismatische Israëlische politicus die alleen in New York is. Als hij de kwetsbaarheid van Eshel voelt koopt hij een paar dure schoenen voor hem, wat Eshel diep raakt. Drie jaar later wordt Eshel minister-president en herinnert hij zich Norman nog.
